Horsey Cycle Route Phase 1b, Eastbourne

East Sussex County Council working in partnership with Balfour Beatty Living Places, will soon be continuing the Horsey Cycle Route in Eastbourne.

The Horsey Way cycle route Phase 1b will introduce safer facilities for cyclists travelling between Eastbourne Railway Station in the town centre and Ringwood Road, where it connects with the existing Horsey Way cycle route. This will provide a continuous cycle route between Langney Rise and Eastbourne Railway Station.

What are we doing?

From Tuesday 17 November 2026, we’ll be working between Terminus Road and Ringwood Road, including:

  • Ashford Road
  • Cavendish Avenue
  • Standsted Road
  • Waterworks Road
  • Ringwood Road

Once complete, the route will benefit from footway improvements, carriageway resurfacing and improved street lighting, and upgraded traffic signals at the junction of Ashford Road and Canvendish Place. The proposed improvements aim to:

  • Support safer and more convenient journeys for cyclists and pedestrians,
  • Improve the overall condition and usability of the route,
  • Encourage active travel by making local walking and cycling journeys more accessible, helping residents and road users travel more confidently and sustainably.

Road closures and traffic controls

To help keep traffic moving and maintain access for pedestrians and road users wherever possible, the scheme will be delivered in a series of phases. This approach allows us to carry out the improvements safely while minimising disruption.

We'll use a mixture of lane closures, temporary traffic lights and road closures. Where road closures are required, clearly signed diversion routes will be in place.

17 – 27 November 2026: We’ll be footway and kerbing improvements, aswell as bollard installations on Ashford Road between Eastbourne Station and property number 70, 7am - 7pm. The road will remain open with a lane closure in place.

30 November – 4 December 2026: We’ll be carrying out footway improvements and lining refreshments on Ringwood Road, between Astaire Avenue and Courtlands Road. We’ll be on site 24 hours a day with minimal disruption to road users.

7 December 2026: We’ll be carrying out footway improvments, carriageway surfacing and High Friction Surfacing (HFS) on Waterworks Road between 7pm and 6am. The road will closed to vehicles during this time.

21 - 23 December 2026: We’ll be carrying out carriageway and footway improvements on Stansted Road between 7pm and 6am. The road will be closed to vehicles during this time, however limited access will be permitted for residents when safe to do so.

23 December 2026 - 29 January 2027: We'll be carriageway and footway improvements between the junction of Firle Road and Whitley Road. There will be temporary traffic signals in place between 7am and 7pm, with the road closed to through traffic between 7pm and 7am.

29 January - 1 February 2027:  We'll be carrying out carriageway and footway improvements on Cavendish Place with temporary traffic signals in place between 7am and 7pm.

29 January - 30 March 2027: We'll be carrying out footway improvements on Ashford Road between property numbers 136-150 with temporary traffic signals in place between 7am and 7pm.

31 March - 23 April 2027: We'll be carrying out footway improvements on Ashford Road between property numbers 108-142, 128-131 and 130-150. The road will remain open with temporary traffic signals in place between 7am and 7pm.

Please be polite and respectful to the site teams, they are working to keep everyone safe.

How will residents and businesses be affected?

Parking: Where needed, we’ll put out ‘no parking’ signs and cones to advise where parking is restricted. Please avoid parking in these locations as it will delay our works.

Weather: All of these works are subject to favourable weather conditions, for example heavy rain may affect the progress of the works.

Properties close to the carriageway may experience a temporary disturbance as this can be a noisy process and those properties may experience flashing lights and reversing sirens.

We would like to take this opportunity to apologise in advance for any inconvenience or disruption this work may cause, however this forms part of our continuing improvement for the East Sussex highway network. Should you have any concerns regarding these works, you can contact us at eshcomms@balfourbeatty.com.

Please let us know how we did by leaving feedback. Please note you will be redirected to the East Sussex County Council consultation website.
