Phase 2b - Victoria Place
Phase 2b of the public realm improvement works started in February 2025 at the ‘Victoria Place’ section of Terminus Road in Eastbourne Town Centre. East Sussex County Council are working in partnership with Balfour Beatty Living Places and Eastbourne Borough Council.

What are we doing?
From Wednesday 5 February, Terminus Road was permanently closed to road traffic between Grand Parade and the A259 Seaside (Trinity Trees) to create the next section of the pedestrianised route from Eastbourne Station to the Seafront. Once complete, the area will benefit from new paving, street furniture and upgraded street lighting.
This project aims to improve the look and feel of the town centre to create a more attractive and vibrant destination for everyone to enjoy by:
- Reducing through-traffic
- Providing more space for people through the completion of a pedestrianisation route from the sea front to the town centre. Creating new public spaces and
- Enhancing existing pedestrian environments at key locations.
The proposed new bus route will be in place using Devonshire Place, travelling from Grand Parade, towards Memorial Roundabout.
Re-phasing for summer 2025
From Wednesday 23 July to Monday 8 September, work will be re-phased to allow Victoria Place to be opened for the summer months. Work will continue in the area, however improved access to local businesses will be provided.
Please see the below phasing map for more information. These works are expected to be completed by the end of December 2025.
The centre thoroughfare of Victoria Place, highlighted in yellow, will be complete and re-opened to foot traffic from Wednesday 23 July.
There will be a temporary reinstatement of the footway directly outside shop fronts for the summer period, highlighted in green and orange. Work will commence on the new paving from 8 September.
During the re-phasing, work will continue in the areas shown in pink. Activities will include a continuation of the paving installation as well as electrical equipment for streetlighting and the new pedestrian crossing.

How will residents and businesses be affected?
Local events: We are working with organisers in preparation for local events and will provide further information on our social media channels where required.
Local businesses: All businesses remain open as usual, and our team on site will be able to assist with any access concerns.
Accessibility: Please follow signage for access while we are working on crossings and footways to keep everyone safe.
Parking: Where required, we will put out ‘no parking’ signs and cones to advise where parking is restricted. Please do not park in these locations as it will cause delays to the works.
Weather: These works are subject to favourable weather conditions, for example heavy rain may affect the progress.
Waste collections: These will need to be accessed from the rear of each property, using Elms Road and Trinity Place.
Loading and unloading: Vehicles loading and unloading will have access from Elms Road and Trinity Place. There will be access to the properties on Terminus Road for hand deliveries.
We understand these works can be disruptive and noisy, however, we will endeavour to use noise and vibration reduction methods where possible.
